The Certificate in Real Estate Valuation (CREV) was established to address Singapore's declining valuation manpower pipeline. By creating a recognised professional certification pathway, SISV aims to bridge the critical gap between academic learning and professional practice in the real estate valuation sector.

About SISV & VGP Division
The Singapore Institute of Surveyors and Valuers (SISV) is Singapore's premier professional body for surveyors and valuers, established in 1982 when the Singapore Institute of Surveyors and the Singapore Institute of Valuers merged.
The Valuation & General Practice (VGP) Division oversees professional standards and education for the valuation profession, and CREV is the division's flagship training programme for aspiring and practising property valuers.

Please note the following:
For each of the 5 modules, the 12 weeks comprise 8 weekly classes, 1 examination week, 1 grading week (with no classes), and 2 weeks of break. The number of total hours is 9 classes x 3 hours = 27 hours/module.
The sixth module is the Capstone and comprises 4 weekly sessions for consultation, 1 presentation week, 1 grading week (with no consultation) and 2 weeks of break. The number of total hours is 5 sessions x 3 hours = 15 hours.

Complete & Submit Your Application
Complete the CREV application form and submit all required supporting documents to SISV Academy. No payment is required at this stage.

Academic Board Review & Module Exemptions
Your application will be reviewed by the Academic Board, which will assess your qualifications and experience and determine, at its discretion, whether you are eligible for exemptions from any modules.
3
Receive Academic Board's Decision & Make Payment
SISV Academy will inform you of the Academic Board's decision, including any approved module exemptions. You will then be advised of the applicable programme fees and requested to make payment accordingly.
Confirmation & Onboarding
Upon receipt of payment, SISV Academy will confirm your enrolment and provide the relevant onboarding information including class schedules.

Mr Chng Shih Hian

Professional Profile
Shih Hian is a practising licensed valuer with over 30 years' experience across different markets and purposes in Singapore. He has carried out appraisals in South-East Asia, Middle East, and parts of Africa, and has advised in areas regarding government land acquisition, taxation, and investment. He has also served as an expert witness in court of law on valuation matters.
Currently a member of the panel of assessors to the Appeals Board (Land Acquisition), he also served in various committees in the Council of Estate Agencies from 2010 to 2016, and lectured part time in the NUS Department of Real Estate.

Professional Profile
Ms Kwang Heng Lee is a Director at PREMAS Valuers & Property Consultants Pte Ltd, a licensed valuer with extensive experience spanning both the public and private sectors across Singapore and New Zealand.
She graduated with a Bachelor of Property Administration from the University of Auckland, New Zealand, and obtained her MBA from the University of Warwick, United Kingdom. She began her career in the New Zealand Valuation Department before joining the Inland Revenue Authority of Singapore (IRAS), where she gained significant exposure to statutory and property tax valuation. She subsequently moved to the private sector, where she broadened her expertise to include specialised property valuations, land acquisition valuations and property tax consultancy work.
Ms Kwang also served as an adjunct lecturer at the National University of Singapore for six years, demonstrating her commitment to advancing professional education in the valuation field.
Founder & Chief Executive Officer, Fortis Law Corporation

Patrick Tan is the Founder and Chief Executive Officer of Fortis Law Corporation. He is a private client lawyer whose areas of practice include trust, asset protection and preservation, legacy and succession planning, inheritance disagreements, premium real estate conveyancing, family law, and dispute resolution.
Patrick is an Advocate & Solicitor, Notary Public, and Commissioner for Oaths. He is a Fellow of the Singapore Institute of Arbitrators, as well as a Senior Mediator and an accredited Associate Mediator with the Law Society of Singapore and the Singapore Mediation Centre respectively. Patrick is also a registered Trust and Estate Practitioner (TEP) with STEP.
Mak Moo Theng is an Advocate and Solicitor of the Supreme Court of Singapore, admitted in 1989, with experience in civil litigation, general practice, corporate real estate and trust services. She holds an LL.B. (Hons) from the National University of Singapore and certifications in adult learning (IAL) and dispute resolution.
She served as an adjunct senior lecturer at the National University of Singapore. An accredited mediator at the Singapore Mediation Centre, she actively contributes through pro bono legal counselling and community service.
